These cases that go on forever are common with whistleblowers. I have worked with whistleblowers for over 35 years and find that they are hard to silence. The truth telling part of the brain overrides the health and safety part so whistleblowers will not concern themselves with problems they have with keeping employed. They will endure all forms of retaliation for the sake of the truth that is controlled by their conscience. So hold on to you hat as this case will go on forever until some evidence is found to have merit. The powers that be are very slow to admit any mistakes on their watch and the courts are mostly supportive towards institutions so the whistleblower has a small chance in he-- to prove anything in court. Most cases with merit lose in the courts so settlement is the way to go.
Sorry to be so negative but reality is not always going to allow the messenger to survive the battle. My work can be found on Google if one wants to know more about the high price paid by whistleblower. I know that my new book, "Don't Kill the Messenger" only touches the tip of the iceberg but its cold conclusion is that you may survive but the odds are against you.
